These Terms of Service ("Terms") govern access to and use of the Online Auctions24 website, mobile services, auction catalogue, buyer registration, bidding tools, and related services (collectively, the "Platform").
By creating an account, accessing the Platform, registering for an auction, placing a bid, or using any Platform service, you confirm that you have read, understood, and agree to these Terms, our Privacy Notice, and the terms published for each individual auction.
If you use the Platform for an organisation, you confirm that you have authority to bind that organisation. In these Terms, "you" includes both the individual user and the organisation represented by that user.
Online Auctions24 operates an administrator-managed online auction platform in Rwanda. Unless expressly stated otherwise in the applicable auction terms, Online Auctions24 acts as an auction facilitator or agent and does not own the listed lot.
The seller, consignor, institution, bank, insurer, public body, or other party identified in an auction listing is responsible for ownership, authority to sell, and the information it supplies about a lot. Online Auctions24 may review, organise, and publish listing information, but does not guarantee that all information is complete or error-free.
To register as a buyer, you must:
Buyer accounts may require email verification and approval by Online Auctions24 before bidding is enabled. We may refuse, suspend, restrict, or close an account where verification is incomplete, information is inaccurate, there is a security or fraud concern, or use of the Platform may expose us, sellers, buyers, or the public to risk.
You are responsible for maintaining the confidentiality of your account credentials and for all activity carried out through your account. You must notify us immediately if you suspect unauthorised access.
Each auction listing may include the lot description, photographs, location, condition, auction dates, bid increment, inspection arrangements, payment requirements, collection requirements, and any special terms.
All lots are sold on an "as is, where is" basis, with all faults, unless the specific auction terms state otherwise. Photographs, descriptions, condition notes, valuations, and statements about a lot are provided for information only and do not replace your own inspection and due diligence.
Before bidding, you are responsible for:
No buyer may rely solely on a photograph, estimate, description, or verbal statement when deciding to bid.
A bid is a legally binding offer to purchase the relevant lot at the bid amount, subject to these Terms and the applicable auction terms.
By placing a bid, you confirm that:
The Platform records bids using server time. The Platform's record of the bid amount, bidder account, and time of receipt will be the authoritative record, except in the case of a proven system error.
Unless the auction listing states otherwise:
Online Auctions24 may pause, extend, cancel, reschedule, or withdraw an auction where necessary to protect auction integrity, resolve a technical issue, comply with law, or act on instructions from the seller or a competent authority.
If you are the successful bidder, Online Auctions24 will notify you using the contact details registered to your account. You must pay the full purchase price and all applicable fees, taxes, storage charges, transport charges, and other disclosed charges within the period stated in the auction-specific terms or invoice.
Title, possession, and risk transfer only as stated in the applicable auction terms. Unless expressly agreed otherwise, a lot may not be removed until cleared funds are received and collection authorisation is issued.
If you fail to pay, collect, or comply with the auction terms, Online Auctions24 and/or the seller may, subject to applicable law:
All stated prices are in Rwandan Francs (RWF) unless the listing states otherwise. The auction listing or invoice will specify whether the bid price includes or excludes VAT, buyer's premium, administration charges, storage charges, or other applicable fees.
You are responsible for all taxes, duties, registrations, transfer costs, permits, and charges relating to your purchase, unless the applicable auction terms expressly state that they are included.
Sellers and institutional clients must provide accurate information, evidence of authority to sell, and all information reasonably required to list a lot lawfully and transparently.
Where Online Auctions24 conducts an auction for a bank, insurer, government entity, UN agency, development partner, or other organisation, a separate written auction services agreement and the organisation's approved procurement, disposal, compliance, and safeguarding requirements may apply. If there is a conflict, the signed written agreement and auction-specific terms prevail over these general Terms to the extent of the conflict.
Nothing on the Platform represents that Online Auctions24 is endorsed by, affiliated with, or authorised to use the name or logo of any organisation unless expressly confirmed in writing.
You must not:
We may investigate suspected misconduct, preserve relevant records, suspend access, cancel affected bids, and cooperate with sellers, regulators, law enforcement, and competent authorities where required or appropriate.
Online Auctions24 may conduct proportionate identity, ownership, payment-source, anti-fraud, sanctions, and compliance checks. We may request documents from buyers, sellers, authorised representatives, or beneficial owners where reasonably necessary.
We may refuse a registration, bid, payment, listing, or transaction if we reasonably believe it may breach applicable law, sanctions, anti-money-laundering obligations, anti-corruption requirements, our internal controls, or a client's institutional requirements.
We process personal data in accordance with our Privacy Notice and applicable law, including Rwanda's Law No. 058/2021 relating to the Protection of Personal Data and Privacy.
We may collect and process identity, contact, account, transaction, bid, device, and communications data to operate the Platform; verify users; prevent fraud; manage auctions; meet legal obligations; resolve disputes; and improve our services.
We will not sell personal data. We may share personal data only where necessary with sellers, payment providers, service providers, professional advisers, regulators, law enforcement, or other parties permitted or required by law.
Bidder identities are generally masked in public bid histories. However, we may disclose bidder information where necessary to complete a sale, address a dispute, comply with law, or protect the Platform's integrity.
The Platform, its branding, software, design, text, auction format, and content are owned by or licensed to Online Auctions24 and are protected by applicable intellectual-property laws.
You may use the Platform only for lawful participation in auctions. You may not reproduce, distribute, modify, reverse engineer, or use Platform content for commercial purposes without our prior written permission.
We aim to provide a reliable Platform but do not guarantee uninterrupted, secure, or error-free availability. Internet, mobile network, device, payment-provider, and third-party service failures may affect access or bidding.
You are responsible for maintaining a suitable internet connection and monitoring an auction you intend to bid on. Online Auctions24 is not responsible for a missed bid caused by your device, network, browser, email, or connectivity issue, except where the issue is directly caused by our proven gross negligence or wilful misconduct.
Nothing in these Terms excludes liability that cannot lawfully be excluded or limited.
Subject to applicable law, Online Auctions24 is not liable for indirect, incidental, special, consequential, or economic losses, including lost profits, missed opportunities, loss of goodwill, transport costs, or business interruption.
Our total liability arising from an auction or use of the Platform will not exceed the fees actually paid by you to Online Auctions24 in relation to the relevant transaction, except where a higher liability applies by law or is expressly agreed in a written institutional agreement.
If you have a complaint, contact us promptly at info@onlineauctions24.com with your name, auction reference, lot number, account email, and a clear description of the issue.
We will acknowledge complaints within three business days and aim to provide a substantive response within ten business days, subject to the complexity of the matter.
These Terms are governed by the laws of the Republic of Rwanda. The parties will first seek to resolve disputes in good faith. If a dispute is not resolved, it will be submitted to the competent courts of Rwanda, unless a signed written agreement provides for arbitration or another dispute-resolution process.
These Terms are published in English. A French translation is provided for convenience only. If there is any difference in meaning between the two versions, the English version prevails.
We may update these Terms from time to time. Updated Terms will be published on the Platform with a revised effective date. Changes will apply prospectively. Material changes affecting an active auction will be communicated where reasonably practicable and will not override auction-specific terms already accepted unless required by law or necessary to protect auction integrity.

How Online Auctions24 collects, uses, shares, transfers, and protects personal data, and the rights you hold over it.
The operating standards for every auction: notice, inspection, bidding, closing, bid integrity, fees, and complaints.
Each auction also publishes its own terms, which you must accept before your first bid on that lot. Where auction-specific terms conflict with these documents, the auction terms and any signed written agreement prevail to the extent of the conflict.
